AN AGREEMENT BETWEEN

THE VANCOUVER ISLAND CANADIAN FOOTBALL ASSOCIATION

AND

THE VANCOUVER ISLAND FOOTBALL OFFICIALS ASSOCIATION

 

Whereas both the Vancouver Island Canadian Football Association (VICFA) and the Vancouver Island Football Officials Association (VIFOA) are desirous of improving the standard of sportsmanship, officiating and safe play of Minor Football on Vancouver Island, the VIFCA and the VIFOA agree to the following terms and conditions to guide their relationship:

The term of this agreement will emcompass the 2001 and 2002 seasons.

The VIFOA will be a non-voting member of the VICFA. The VIFOA will send a representative to all regular or extraordinary meetings of the VICFA and will have a representative available for all VICFA conference calls when duly notified.

The VIFOA and the VICFA will jointly conduct one clinic on rules and officiating procedures for coaches and team staff prior to the first regular season game of each season. Representation from each team in the VICFA is mandatory at this clinic. This clinic will be held at a time and location jointly agreed to between the VIFOA and the VICFA.

FEES

Regular season and Playoffs - Bantam and Midget

  • Thirty-two dollars and fifty cents ($32.50) per official

  • Maximum of five (5) officials per game during regualr season

  • Minimum of four (4) officials per game during regular season

  • Maximum of six (6) officials per game during semi final and final games

There will be one evaluator/educator assigned by the VIFOA to evaluate officiating per weekend during the regular season, subject to availability. This official will be compensated at the regular rate as a regular official on a per game basis.

All officials must be certified to officiate a playoff game.

Should the minimum number of officials not be present at the scheduled start time of a game, then the head coaches of both teams and the head referee will make a decision to play the game or have the game referred to the VICFA and VIFOA.

Tournament fees will be borne by the VIFOA and shall be considered an opportunity to educate/train new officials.

The host association will pay fees for exhibition games and controlled scrimmages.

DEFINITIONS

A controlled scrimmage is defined as a series of football plays with offensive and defensive coaches on the field.

Exhibition games are non-scheduled regulation timed games.

The VIFOA must have seven (7) days notice to assign referees to exhibition games and controlled scrimmages. These games are sanctions per VICFA rules and regulations and any minor infractions that occur in these games shall be reported to the VICFA for review.

STARTING TIMES

All games will start at the times indicated in the schedule unless otherwise mutually agreed to. The head coaches of the teams involved and the VIFOA must determine any changes to game times. A minimum of seventy-two (72) hours notice of game time change must be given to the VIFOA to allow for oficiating crew notification.

LOCATIONS

All games will be played on fields as indicated in the schedule unless otherwise mutually agreed to. Should a field be unavailable due to water or other considerations, the head coaches of the teams involved and the VIFOA must determine any changes to location. A minimum of seventy-two (72) hours notice of game location change shall be given to the VIFOA to allow for officiating crew notification.

MILEAGE

For definition purposes, we shall define four (4) zones for mileage:

ZONE 1     Victoria to Cowichan Valley

ZONE 2     Nanaimo to Parksville

ZONE 3     Port Alberni

ZONE 4     Comox Valley to Campbell River

Mileage from Zone 1 to Zone 4 - $100.00

Mileage from Zone 1 to Zone 2 - $50.00

Mileage from Zone 1 to Zone 3 - $100.00

Mileage from Zone 2 to Zone 3 - $50.00

Mileage from Zone 2 to Zone 4 - $50.00

Mileage from Zone 3 to Zone 4 - $100.00

Travel to separate communities within zones will be paid at the rate of ten dollars ($10.00) per vehicle per round trip ( ie. Nanaimo to Parksville, Victoria to Duncan). It is expected that officiating crews working together will travel together in one vehicle and only one intra-zone charge will be paid per officiating crew.

MISCELLANEOUS

The VIFOA as a non-voting membership association will hold an honourary membership in the VICFA with no membership fees attached.

The VIFOA will be advanced two thousand dollars ($2000.00) the first week of September each year with the remainder of game fees paid at the conclusion of the Island playoff schedule by certified cheque.

The VIFOA will provide and accounting for each individual referee, excluding names, but including games worked, hometown and travel fees.

Whenever the head referee ejects or disqualifies a player, coach, team staff member or an association official, on any game day, they shall complete the Game Commissioner's report and also complete their own separate detailed report within twenty-four (24) hours of the competion of the game. This report shall be faxed or delivered to the VICFA President within this same time period.

If any grievance should result from an ejection or disqualification, the VIFOA will supply members to the VICFA grievance hearing as deemed necessary by the VICFA President.

Discipline of VICFA coaches, players, executives and team staff will remain the sole responsibility of the VICFA; likewise, the VIFOA will discipline their members.

All fields shall have minimum markings, which include end zones, sidelines and markings at 10-yard intervals including the 45 and 55 yard lines and hash marks. Field dimensions shall be in accordance with the Minor Football rulebook.
